Department: Clinton County Job and Family Services – Fiscal Specialist

Rate: $15.35 per hour

Job Duties: Comprehension of day-to-day fiscal functions. Reviews and calculates payroll timesheets, completes data entry of payroll records into county payroll program and maintains various employee leave charts. Prepares and submits quarterly time study rosters, assists with Random Moment Sample completion, and completes regular RMS performance reports. Prepares invoices and bills for payment &/or reimbursement of agency costs. Maintains vendor information and contracts. Ensures contract payments are within the contract terms. Receipts, deposits and tracking of income. Reconcile income and Expenditures with County Auditor. Competently uses multiple fiscal and software programs to complete day-to-day fiscal responsibilities. Tracks and monitors agency cash and account balances through various fiscal programs. Has an excellent understanding of income, financial and expense codes in order to obtain proper federal, state and local funding. Requests appropriation transfers, additional appropriations and advance requests as needed. Runs reports and analyzes fiscal data to determine actions needed. Prepares monthly, quarterly and annual functions and reports to federal, state, and local entities. Prepares records and reports as needed for audit, monitoring and related fiscal purposes. Makes recommendations for improving fiscal processes. Shares fiscal information with departments and management staff. Assists with ordering agency equipment and supplies. Track agency inventory. Assists departments and staff with program financial and payroll related questions. Assists with collecting, organizing and updating employee related information (i.e. emergency contacts, benefit information etc.). Attends meetings, video conferences, webinars, and training as requested. Performs other duties as assigned. Maintains confidentiality and follows rules for safeguarding case, agency and employee information. Comply with agency personnel policies and procedures. Demonstrates regular and predictable attendance. Minimum Qualifications: High school diploma or GED and six (6) months paid work experience in accounting related field or vocational certification in accounting related field. General office procedure knowledge and experience maintaining office equipment. Basic computer knowledge and skills. Good communication skills (listening, speaking and writing). Interact professionally with others. Valid driver’s license, background record check, bondable.
